Natural Resources Block Grant Reports

The Natural Resources Block Grant (NRBG) are available to Minnesota Counties to implement programs designed to protect and improve water resources.

The three main programs include Local Water Management (LWM), Wetland Conservation Act (WCA), and Shoreland.  All three of these programs are funded through the state’s general fund in an annual appropriation to the Board of Water and Soil Resources (BWSR). 

The Subsurface Sewage Treatment Systems (SSTS)  portion of the NRBG Program is funded through an agreement between the Minnesota Pollution Control Agency (MPCA) and the Board of Water and Soil Resources (BWSR).  Le Sueur County has be awarded 2 different NRBG SSTS programs in a given year.  One program is for administration and the other program is to upgrade failing system systems for residents that are considered low income.

To be eligible for the NRBG Program, a county must have a locally adopted and Board of Water and Soil Resources (BWSR) approved comprehensive local water management plan.   Please refer to our Water Management webpage to learn more;

SSTS Low Income Grant 

Le Sueur County was awarded funds to help prevent, reduce, and eliminate pollutants in groundwater and surface water from subsurface sewage treatment systems (SSTS). The low-income grant program assisted landowners with the financial costs that are required to design, install, repair, and replace a SSTS on residential property that has been deemed an imminent threat to public health or is failing to protect groundwater.  Le Sueur County was able to update 3 septic systems with the FY'19 Grant, 2 septic systems with the FY'23 Grant, 1 septic system with the FY'24 Grant, and 2 septic systems with the FY'25 Grant.
